Carmarthenshire County Council is advertising for the appointment of a third Ecologist in its Planning Division, due to an increasing ecology workload. The permanent post will be based in the multi-disciplinary and experienced Rural Conservation team that covers ecology, biodiversity, landscape, common land, habitat management, woodlands, trees and hedges. The scope of the work is as varied as the county. It is often complex – at least 50% of the planning applications require ecological input and many require Appropriate Assessment.

The Council sees the way in which it determines the planning applications it receives as being crucial to its delivery of its Environment Act duties and wider sustainability agenda.

Main purpose of job:

• To support the Council in addressing its Section 6 Environment (Wales) Act 2016 duties, in terms of the delivery of its planning service, and ensure that all approved planning applications meet the strict requirements of wildlife law including the Conservation of Habitats and Species Regulations 2017 (as amended), the Protection of Badgers Act 1992 and the Wildlife and Countryside Act 1981, as well as national and local planning policy.

• To ensure that all approved development within the County is implemented in accordance with the planning policy and strategic objectives of the Authority.

• To be responsible for providing clear ecological guidance in relation to all planning applications past and present, relevant appeals, public enquiries, judicial reviews, development enquiries – pre application from the general public and related statutory and non-statutory development matters for the County.

The post holder will be required to be flexible and work across the three main Planning offices in Carmarthen, Llanelli and Llandeilo.
