The Marine Management Organisation (MMO) is a government agency that licenses, regulates and plans marine activities in English waters to ensure they’re carried out in a sustainable way.

We oversee marine planning to ensure the sustainable development of our coastal and offshore waters, monitor and control sea fishing activity, enforce marine legislation and licensing, and carry out projects that help to protect water environments.

We are currently looking to recruit a Senior Marine Officer to uphold regulations and help create clean, healthy, productive and biologically diverse oceans and seas.
Job description

Please note this job will be located in Kings Lynn.

The purpose of this role is to ensure compliance with Common Fisheries Policy, licensing and wildlife regulations as well as marine conservation legislation requirements. Work closely with other marine regulators and relevant MMO customers to embed new byelaw legislation and conduct enforcement in accordance with Compliance Enforcement Model (CEM). Day-to-day management, planning of staff and resources within the King’s Lynn and Grimsby offices.

Key tasks and accountabilities;

Ensure a high level of compliance with the provisions of legislation made under both EU and national fisheries regulations including the Marine and Coastal Access Act (MACAA), Fisheries Technical and Control Regulations, Wildlife and Countryside Act and Conservation of Habitats regulations.
•Using risk based approaches, and Compliance Enforcement Model to establish enforcement routines which target high risk areas for marine environmental and fisheries legislation. Plan and set team objectives for the inspection and monitoring of sites with marine environmental protection, licensing and construction.

Management responsibility for staff including staff reporting and performance management.
•Line management responsibility for Marine Officers within local teams and countersigning responsibility for administration support staff. The SMO is required to ensure that the team is fully integrated and workloads and performance are being managed effectively.

Responsible for the day to day running of local offices.
•In liaison with the Principal Marine Officer, undertake matters relating to accommodation, assist with budget management, ensuring team work within agreed budget profile, staff issues, emergency procedures and customer service provisions.

Health and Safety.
•Oversee of all health and safety issues, be proactive in ensuring that protective clothing is worn and potential hazards are addressed. Report accidents in accordance with MMO Health, Safety and Wellbeing policy.

Provision of technical advice to MMO managers at Newcastle, Defra policy divisions and external stakeholders on fisheries, marine legislation and other maritime matters.
•Local intelligence and input into impact assessments on marine proposals. Provide advice and guidance on marine environmental, fisheries and enforcement issues. Plan and coordinates liaison meetings with the industry when required.

Boarding Officer and sea training duties.

•Following completion of appropriate training, lead local boarding duties at sea and provide practical instruction on how to carry out inspections and fisheries enforcement to other trainees including the Royal Naval. Be available as an expert boarding officer for use on other member states inspection vessels during joint European Operations.
Apply sanctions or penalties, and conduct and manage formal investigations.
•To act as Case Officer in formal investigations into illegal marine-related activity, and attend court as required (including providing evidence if necessary).

Data Management.
•Ensure that inspection and fisheries data is entered onto data systems in a timely and accurate manner and provide monthly updates of enforcement statistics.
Stakeholder management, communication and working relationships;

Central Government Departments, Agencies, delivery bodies and NDPBs, Defra Policy & Support Teams, HQ colleagues, MMO Coastal Office teams & Inspectors , Police, Customs & Excise, Royal Navy, Welsh Assembly Government (WAG), Marine Scotland, Other Member States (OMS) fisheries enforcement authorities, European Commission, Community Fisheries Control Agency (CFCA), IFCAs.
Candidate profile
Essential criteria for this role:
•Must be able to work flexibly and outside normal working hours, in line with fishing and other maritime industries, when the occasion demands. This is important in order to meet commitments of effective enforcement in the MMO Eastern Marine Area and from time to time elsewhere.
•These duties will demand regular travel throughout the MMO Eastern Marine Area and the post holder should hold a valid UK driving licence.

•Enthusiasm for and knowledge of the marine environment.

•Experience in successfully dealing with confrontation situations.
•Previous experience of undertaking sea-going duties
•This job requires the successful candidate to be capable of undertaking the full range of enforcement duties as a Marine Enforcement Officer, however training will be provided for successful candidates with enforcement experience who are not currently qualified and warranted.
